Bulletman started off in Fawcett's Nickle Comics, and then moved over to Master Comics. As near as I can tell, he was Fawcett's best selling character outside of the Marvel Family. Early on, he picked up Bulletgirl.

Susan Kent was the daughter of a seargant in the same precinct where Jim Barr worked in forensics. I don't know the details, but she discovered the mass of muscle under Jim Barr's bullet shaped helmet. She also discovered he was Bulletman.

Jim realised that Susan was smarter than all the police in the building who never noticed that he grew six inches overnight a few months earlier, and so he gave her own Gravity Regulator Helmet, so she could become Bulletgirl. (If he ever shared the crime cure formula with her, they never talked about how.)
